Joseph P. Watkins
President & CEO
Joe Watkins was appointed president and chief executive officer by the Community Council Health Systems Board of Directors in March 2021. Mr. Watkins has spent more than two decades in healthcare as a board member with Lankenau Medical Center and Main Line Health. Besides hosting State of Independence on Lighthouse TV, he has been a political commentator for MSNBC, CNBC, Bloomberg and Al Jazeera as a former White House aide to United States President George H. W. Bush.
He was previously court appointed Receiver (chief executive) for the Chester Upland School District. Watkins served as a top aide to United States Senator Dan Quayle in the early 1980s and served University of Pennsylvania President Sheldon Hackney as an assistant to the president before joining the White House staff of President Bush as associate director of public liaison. After leaving the White House, Watkins became an equity partner and managing director in an asset management firm with $3.2B AUM.
Mr. Watkins is a graduate of the Middlesex School, the University of Pennsylvania and the Princeton Theological Seminary. He pastored a church in Philadelphia for 23 years, serves on several boards and has received numerous honors and awards. He and his wife Stephanie are the parents of three married children and have six grandchildren. He is the author of the book “The New PC: Practical Consideration“ which is available on Amazon.
Chief Operating Officer
Vincent Gordon was appointed Chief Operating Officer in April 2021. Vincent is the President of the Gordon Policy Group and has been a leading executive in the managed healthcare for nearly three decades. His extensive management experience in provider network, government and authority programming, and community service has evolved into a meaningful, impactful and sought-after consultant work.
Vincent earned his B.S from Hahnemann University, and his MBA from Widener University, with a concentration in Health Care Administration and Management, supported by a foundational education degree in Medical Technology. He holds certification in Executive Program in Managed Care, from the National Center for Managed Care Health Care Administration, as well as Leadership Philadelphia.
Vincent’s time as Associate Vice President Provider Network Management for Keystone First for 20+ years, as well as his time as Deputy Secretary Office Medical Assistance Programs for the Pennsylvania Department of Human Services, affords him a deep understanding, wisdom and perspective earned within this niche market, in both commercial and government entities.
Chief Financial Officer
Mr. Adovor obtained his MBA from Duke University Fuqua School of Business in 2007 and joined Community Council Health Systems in May of 2009. Prior to his appointment to the role of Chief Financial Officer, he served the agency in the role of Senior Financial Analyst (under his predecessor), interim Financial Controller between 2011 and 2013, and latterly Director of Finance.
In his multilevel roles he has worked closely with the leadership team and program managers to identify new opportunities for Community Council Health Systems and budget for ongoing changes in the healthcare sector.
Mr. Adovor has 11+ years’ experience in the healthcare industry and 16+ in a variety of sectors including real estate development, auto, and consulting. He brings to his new role his extensive financial experience in the Behavior Health sector.
