President & CEO

Joe Watkins was appointed president and chief executive officer by the Community Council Health Systems Board of Directors in March 2021. Mr. Watkins has spent more than two decades in healthcare as a board member with Lankenau Medical Center and Main Line Health. Besides hosting State of Independence on Lighthouse TV, he has been a political commentator for MSNBC, CNBC, Bloomberg and Al Jazeera as a former White House aide to United States President George H. W. Bush.

 

He was previously court appointed Receiver (chief executive) for the Chester Upland School District. Watkins served as a top aide to United States Senator Dan Quayle in the early 1980s and served University of Pennsylvania President Sheldon Hackney as an assistant to the president before joining the White House staff of President Bush as associate director of public liaison. After leaving the White House, Watkins became an equity partner and managing director in an asset management firm with $3.2B AUM.

Mr. Watkins is a graduate of the Middlesex School, the University of Pennsylvania and the Princeton Theological Seminary. He pastored a church in Philadelphia for 23 years,  serves on several boards and has received numerous honors and awards. He and his wife Stephanie are the parents of three married children and have six grandchildren. He is the author of the book “The New PC: Practical Consideration“ which is available on Amazon.

Vincent Gordon was appointed Chief Operating Officer in April 2021. Vincent is the President of the Gordon Policy Group and has been a leading executive in the managed healthcare for nearly three decades. His extensive management experience in provider network, government and authority programming, and community service has evolved into a meaningful, impactful and sought-after consultant work.

Vincent earned his B.S from Hahnemann University, and his MBA from Widener University, with a concentration in Health Care Administration and Management, supported by a foundational education degree in Medical Technology. He holds certification in Executive Program in Managed Care, from the National Center for Managed Care Health Care Administration, as well as Leadership Philadelphia.

 

Vincent’s time as Associate Vice President Provider Network Management for Keystone First for 20+ years, as well as his time as Deputy Secretary Office Medical Assistance Programs for the Pennsylvania Department of Human Services, affords him a deep understanding, wisdom and perspective earned within this niche market, in both commercial and government entities.

Natasha Boston has worked at Community Council for 14 years, starting as an Assistant Teacher, through opportunity and education she was appointed as the Director of Operations in 2018.  Natasha holds an undergraduate degree in Education from Millersville University and an MBA from Strayer University. Natasha has more than 25 years experience in working with children and families to improve personal outcomes.

Brigid Bautista, MD

Chief Medical Officer

Nathan Carr-Whealy, Esq. was appointed General Counsel in November 2021.  He has a diverse legal and professional background related to corporate matters, business disputes, real estate, employment, and healthcare.  His prior experience has been integral to forming business entities including nonprofit 501(c)(3) organizations, managing changes and disputes within companies, and dissolving companies.  Nathan’s business experience prior to becoming an attorney, as well as his experience in forming his own law firm, give him perspective as a hands-on-leader involved with managerial functions in addition to being the chief legal officer for the company.   

 

Nathan has professional experience working with the General Counsel of Grand View Health, Johnson & Johnson’s Strategic Marketing Group, and the Honorable Gary B. Gilman of the Bucks County Court of Common Pleas.  His law firm experience includes working as an attorney for a New York based corporate securities fraud firm, a small general practice firm in Montgomery County, and most recently his own law firm with a focus on business, real estate, and estate law.   

 

Nathan holds a B.B.A from Temple University Fox School of Business, an M.S. in Health Policy from Thomas Jefferson University School of Population Health, and a J.D. from the Widener University Delaware Law School.  During Law School Nathan served two terms as the President of the Health Law Society and was the Founder and President of Real Estate Law Society.  He graduated with distinction in both Professional Responsibility and Pro-Bono Volunteer Legal Hours for his work with Philadelphia Volunteers for the Indigent Program (PhillyVIP).

Wanda E. Moore, MHS, has been a quality assurance professional for the past 49 years within the nonprofit human services sector.  She began her tenure with Community Council Health Systems (CCHS) in 2003 as the Medical Records Director in which she established distinctive medical records management systems that ensured the ongoing documentation and preservation of customers’ confidential information.  In 2006, Ms. Moore was appointed as CCHS’ Community Based Services Division Director to create management operations systems for the sustainability of outpatient behavioral health, residential and substance abuse services and other multi-services for children and adults. 

 

From 2008 to 2014, she served as the Compliance Director, an essential job where she established the CCHS’ Compliance program.  Under this latter managerial job, she developed and implemented quantifiable Total Quality Improvement (TQI) evaluation tools and monitored procedures that enriched agency integrity and clinical documentation content.  In 2015,

Ms. Moore advanced as the Chief Compliance Officer and continued to cultivate diverse quality assurance mechanisms that enhanced service delivery, increased customer service satisfaction, and diminished staff false documentation.  Additionally, she constructed diverse TQI committees for the continuous appraisal of Risk Prevention and Management practices and related implementation of prevention/intervention strategies.   She is also the principal officiator for new program licensing enterprises, annual state licensure renewals, credentialing and facility evaluations for continued agency operations and the prevention of financial losses.
